Overview of QTEA

The Quality Teacher and Education Act (QTEA) - Proposition A approved in 2008 and in place for 20 years (2028) - makes San Francisco teacher salaries competitive with those in surrounding school districts; provides financial incentives for teachers to work at schools with historically high turnover and teach in hard-to-fill subject areas such as high school math; increases teacher support while raising teacher accountability; improves academic innovation through research and development; and upgrades school technologies.

Did I Receive This Stipend?

Below are the stipends, how they are listed on pay stubs and when they are paid:

  • Retention Bonus: "QTEA Retention Bonus After 4 / After 8" - September

  • Paraprofessional Stipend: "QTEA Para Stipend" - end of November

  • EED Stipend: "QTEA CDP (03) Stipend" - November

  • Hard to Staff Stipend: "QTEA Hard to Staff Schls CSF / ADM" - January and June

  • Substitute Stipend: "QTEA Hard to Staff DTD Subs" or "QTEA Day to Day Subs" - January and June

  • Hard to Fill Stipend: "QTEA Hard to Fill Subjects" - June
