Below is a summary of the Resource Alignment Initiative’s recent activities and upcoming events.

Weekly Update: June 21-27

Board of Education Discussed Consolidation Criteria at June 25 Meeting

At the SF Board of Education regular meeting on Tuesday, June 25, 2024, Superintendent Wayne shared SFUSD’s final composite score criteria, metrics, and category weights to help decide which schools will be considered for closure, merger, and co-location. Dr. Wayne also presented highlights of the first community engagement phase from March through May 2024 and reviewed the school portfolio design process and timeline. District staff to create school portfolio scenarios over the summer

SFUSD staff have begun creating school portfolio scenarios by considering multiple data points, including:

  • Optimal school size for a predictable and reliable budget,
  • 90-95% building utilization to maximize our spaces,
  • Our Commitments to Equity and Excellence,
  • School site staffing and budget plan, and
  • A composite score based on criteria informed by community input and District Advisory Committee recommendations.

Once scenarios are created, SFUSD’s research partner will conduct an Equity Audit of each scenario to determine an Equity Impact Score. In addition, a California Environmental Quality Act (CEQA) consultant will analyze the CEQA metrics to determine if any welcoming schools would not qualify for a notice of exemption or might require additional analysis.

An announcement of schools affected by closures, mergers, and co-locations is planned for September. You can learn more about this process in the reading slide deck from the June 25 Board of Education meeting.

Community Survey #2 analysis and data posted

The second community survey collected input on how the criteria that will be used for school closures, mergers, and co-locations will be weighed when creating composite scores for each school. The Analysis of survey results by Stanford UniversityResearch Report for Survey II by Stanford University, and RAI Survey #2 Results (raw data) are now available on the Community Feedback page of the Resource Alignment Initiative website.

District recommendations for school closure criteria posted to BoardDocs

A detailed slide deck outlining the District’s recommendations for how school closure criteria and equity audit metrics will be calculated and an overview of the Resource Alignment Process to date was posted to BoarDocs for the June 25th Board of Education meeting agenda (See below). Language pathways sessions complete

Over 150 people attended three Community Information Sessions to learn how school closures, mergers, and co-locations in 2025-26 might impact SFUSD language programs. The first session was on Thursday, May 16 at Mission High School, with a presentation in Spanish with interpretation into English. The second session was on Tuesday, May 21, at Gordon J. Lau Elementary School, with a presentation in Cantonese with interpretation into English. The third session was on Thursday, May 30, at the SFUSD Board Room and on Zoom. District team prepares for June 25 Board Meeting

District leaders are actively analyzing input from the community and the District Advisory Committee on criteria for school co-locations, mergers, and closures for the 2025-26 school year. Dr. Wayne will present the final recommendations on the criteria, categories, weights, and metrics to create composite scores for each school. These scores will be one of multiple factors in the district's recommendations for changes to SFUSD’s school portfolio for the 2025-26 school year. Raw data for Community Survey #1 posted

The raw data for the first communitywide survey is now available on the Community Feedback page SFUSD’s RAI website (Click on “Community Surveys.”) Between March 28 and April 7, community members gave input on the importance of draft criteria in determining school closures, mergers, and co-locations. This was a high-level values-based question, asking if any proposed criteria should be used to determine school consolidations. The data from the second community survey will be posted after it is analyzed and anonymized. You can access the analysis of the second community survey results here

DAC members finalize recommendations at May 20 meeting 

On Monday, May 20, the District Advisory Council met in person at the SFUSD central office to finalize the recommendation for criteria to be used to determine school mergers, closures, and co-locations. They also heard from Dr. Francis Pearman from Stanford’s Center on Education Policy Analysis about the results of the second public survey. The key conclusions included:

  1. Survey II had a high completion rate that included a diverse sample of community partners.
  2. The district now understands the relative importance that community members place on each metric.
  3. There is surprising consistency across racial groups in terms of the metrics that should matter most in the reorganization decision.
  4. Weighted estimates suggest results are unlikely to be biased by over- or under-representation of certain racial groups.
  5. Results will be used to compute a composite score for each school in the district.

Over 70 people attended two Community Information Sessions to learn how school closures, mergers, and co-locations in 2025-26 might impact SFUSD language programs. DAC members discuss criteria and category weighting 

On the evening of May 13, the District Advisory Council met virtually for their regularly scheduled meeting. The discussion focused on proposed criteria for mergers, closures, and co-locations for the 2025-26 school year. Here are the agendaslidesnotes, and video from the meeting. Community Engagement data collection and analysis

This week, District staff continued to analyze input, data, and artifacts from Phase 1 of the community engagement process, which will be shared on SFUSD’s RAI website and with the Board of Education.

 

Survey data analysis

SFUSD’s research partner, Stanford’s Center for Education Policy Analysis, began analyzing the results from the first and second community surveys. The analysis will result in composite scores for each school. Composite scores will be one factor District staff will use to determine school mergers, closures, and co-locations for the 2025-26 school year.

Nearly 10,000 community surveys completed! The second community survey, which gathered input from community members, families, staff, and students on draft criteria for co-locations, mergers, and closures for the 2025-26 school year, closed on Wednesday, May 8, with 9,979 responses. The first community survey collected 10,135 responses. SFUSD’s research partners at Stanford will begin analyzing the responses, and the results will be shared in the coming weeks.

 

Two-hundred-sixty-one community members attend in-person community sessions! The SFUSD team hosted in-person community sessions at eight schools across the city between April 25 and May 4. At the sessions, 261 community members learned about the results of the Cycle 1 survey about the criteria for school co-locations, mergers, and closures, received an overview of Cycle 2 of community engagement, and were provided with instructions to complete the Cycle 2 online survey. Complete the Cycle 2 Online Survey! SFUSD is seeking input from community members, families, staff, and students on draft criteria for co-locations, mergers, and closures for the 2025-26 school year. The survey will take 10 minutes to complete and includes an explainer video in seven languages. You can access it here. The survey will close at 11:59 pm on Sunday, May 5.

Second Virtual Town Hall - The SFUSD team hosted the second Virtual Town Hall on Thursday, April 25th. Over 350 attendees learned about the results of the Cycle 1 survey about the criteria for school co-locations, mergers, and closures, saw an overview of Cycle 2 of community engagement, and were provided with instructions to complete the Cycle 2 online survey. In-Person Community Sessions - The SFUSD team hosted in-person community sessions at Sheridan Elementary School on Saturday, April 27, Roosevelt Middle School on April 27, Sunset Elementary School on April 29, and Gordon J. Lau Elementary School (primarily in Cantonese) on May 1. At the sessions, over 140 community members learned about the results of the Cycle 1 survey about the criteria for school co-locations, mergers, and closures, received an overview of Cycle 2 of community engagement, and were provided with instructions to complete the Cycle 2 online survey. Partner meetings - In the last week, SFUSD leadership met with over 100 participants from multiple district partners including Migrant Ed, the Special Education Community Advisory Council, the African American Parent Advisory Council (AAPAC), and Labor partners to provide an update on the Resource Alignment Initiative and collect feedback on the process.

Weekly Update: April 19-25

April 22 District Advisory Council Meeting 

On the evening of April 22, the District Advisory Council met virtually for their regularly scheduled meeting. The discussion focused on the Resource Alignment Initiative’s Focus Area 4: Invest in Priority District-Wide Programs. Here are the agenda and slides from the meeting. During the discussion, district staff shared contextual information about Special Education programs, shared contextual information about Language Programs, and helped the council align on an outline of May meetings.  Community Engagement

After extensive outreach in multiple languages, SFUSD collected over 10,000 survey responses from the first survey between March 28 and April 6. Over 650 participants joined the first Virtual Town Hall on March 28, and 700 participants attended in-person community sessions, advisory council meetings, and committee meetings to provide direct feedback on the criteria.

Ten themes emerged from feedback gathered during the in-person community meetings.

Community members highlighted ideal outcomes of the Resource Alignment Process equity and academics that closely resemble SFUSD’s commitments including:

  1. Safe, welcoming, positive, and stable school cultures and environments
  2. Equitable distribution of resources and opportunities
  3. School access -  schools conveniently located within neighborhoods or have transportation provided, as well as an equitable geographic distribution of schools
  4. High academic performance
  5. Importance of social-emotional development in students
  6. Access to special programs - including language pathways, specialized instruction for students with differing needs
  7. Qualified teachers in every classroom and reducing turnover rates of teachers and other school site staff

Community members also shared constructive feedback on the engagement process, which district staff are using to improve cycle two. Some examples include:

SFUSD’s Response

There are concerns about impacts on popular offerings like small class sizes, K-8 programs, and bilingual programs.

Many of these offerings are what make SFUSD’s schools special. Having fully enrolled and resourced schools will create rich learning environments for every student in every school.

There’s skepticism about the data being used, a feeling that data is being withheld, desire to understand underlying causes of low enrollment.

Facts about our current school portfolio have been presented to the District Advisory Committee and are available on the Resource Alignment Initiative website. Information about our decision-making process including meeting materials and the results of the first survey are on our website. We are always open to making corrections and additions where needed. 

There are concerns that the root of the budget problems will not be addressed by school closures. 

School closures will not save enough money to address the district’s financial deficit, that’s why the Resource Alignment Initiative has five focus areas to address the issue in multiple ways. The goal of Focus Area 5: Creating a new portfolio of schools  will create strong and supportive learning environments for our students.

Using criteria like school discipline, attendance, academic performance, facility condition, and cost per pupil are in opposition to the goal of Equity.

Some criteria were not rated highly by the community and will not be included. For the ones that are (academic performance and building condition), the equity audit will weigh criteria in such a way that will allow SFUSD to mitigate harm.

The consolidation criteria in the first survey were too vague or could be interpreted in multiple ways.

We added more detail to the criteria and directions to complete the survey. SFUSD staff are available to assist with survey completion at in-person events and Family Liaisons at schools sites are also trained to assist those who need help.

The Spanish translation of the survey was unclear.

We revised the Spanish translation in 24 hours and added quality assurance measures to prevent unclear translations.

How will impacted families, students, teachers, and staff will be supported through the changes?

We are creating a One Team transition plan to support affected school students, parents, and staff.

The next cycle of community engagement begins on Thursday, April 25. In this cycle, community members will be asked to complete a second survey to give their input on the importance of each criterion. As with the first cycle, SFUSD will reach out to community members in multiple neighborhoods throughout the city and provide translation and interpretation to ensure an inclusive process. After incorporating the community’s feedback, Superintendent Wayne will present the recommended criteria for mergers, co-locations, or closures to the Board of Education in June 2024.

Community-Based Organization Meetings

This past week, we convened three meetings with community-based organizations to gather feedback on the first cycle of community engagement and provide an overview of what to expect in cycle two.

  • Participants found the following to be successful in the first cycle:
    • Facilitated meaningful discussions with in-person, Spanish, and Cantonese sessions, improving community engagement.
    • Enhanced transparency and communication about district decisions involving grassroots-level community-based organizations.
    • Increased understanding among parents regarding the nuances of school district operations and decision-making.
  • Participants identified the following areas for improvement:
    • Differentiate criteria for mergers, closures, and co-locations to effectively address schools’ unique needs.
    • Maintain consistent language across sessions and use plain language to clarify complex topics.
    • Provide clear decision-making criteria and support families with survey completion.
    • Set clear financial targets and engagement metrics for underrepresented groups.

District leaders will continue to seek and integrate feedback into our future work to be responsive to our community’s needs. 

Survey Analysis - Our research partners at Stanford are currently analyzing 6,849 complete survey responses to inform the design of the next survey.

Event Preparation - District leaders are integrating feedback from the first cycle into our upcoming community engagement sessions.

  • Approximately 700 participants joined our in-person community meetings
  • Approximately 650 participants joined our Virtual Town Hall
