SSC Meetings in 2024!
Each SFUSD school must have an elected School Site Council (SSC) to represent parents, students, community members, and school staff in the school governance process. The SSC has a number of important responsibilities, including:
- Reviewing and analyzing student achievement data,
- gathering community input,
- helping develop the Balanced Scorecard/Single Plan for Student Achievement (BSC/SPSA) and the school site budget,
- and monitoring the implementation of the plan and budget.

3. The 7 period day. Why is this important for the SPSA (Site Plan for Student Achievement)? What still needs to be figured out to implement this next Fall? 10 minutes
4. The annual stakeholder feedback process. Who do we poll and What do we ask? If we need a public forum or dialogue rather than simple poll numbers how do we create a virtual space for specific and broad feedback? Who leads those spaces and when? What do we need to ask? Is there an update on prom? 10-15 minutes
5. Set a date for the February meeting (after we get the official allocation) and begin to plan the March retreat. 10 minutes

With the next SSC meeting coming up next Tuesday I thought it would be prudent to agree on an agenda for the meeting so we can publish it tomorrow or Friday morning. I also just spend a half hour on hold so the Zoom link shouldn’t expire after 40 minutes now I hope.
As the co-chairs Devon and Mandy you would be expected just to lead the discussions and make sure the meeting stays on pace to finish by 6. I am hoping to invite Norma to speak/ submit something on the expectations given to the Fresh Specialist and data tracking so we know if the money is showing the results we want moving forward this year.
Here are the suggested items;
- Attendance Plan; did the school have to submit a site specific attendance plan? What was it? (5-10 minutes)
- Fresh Specialist and in school attendance: Tracking success! What are the goals prioritized by administration and what is the spreadsheet/ data tracking device to be used? What will success look like? Is there a certain percentage or number of interventions we are looking for? How can we connect it directly to SPSA? (10-15 minutes)
- Prom Location: When will the location be announced? How can stakeholders give feedback about location so they can plan to support as some parents and staff expressed reservations about change in venue and location of Homecoming dance. (10 minutes)
- Update on Timeline and Master Schedule: What does it mean that we have to collaborate with other school sites for the transition? How can SSC support/ advocate for the administration’s efforts and Master Schedule working group? (10 minutes)
- Plan for Stakeholder Feedback: Do we want to conduct surveys again and break into groups that reflect our stakeholders? What do we need to know? Do we need to ask their level of support? How do we gauge their level of commitment to certain initiatives? What are their expectations and priorities for Balboa? (10 minutes)

THE GREENE ACT

ED 35147
1. Any meeting held by a council or committee shall be open to the public.
2. Any member of the public shall be able to address the council or committee during the
meeting on any item within the subject matter jurisdiction of the council or committee.
3. Notice of the meeting shall be posted at the school site or other appropriate place
accessible to the public* at least 72 hours prior to the meeting.
4. The meeting notice shall specify the date, time, and location of the meeting and contain an agenda describing each item of business to be discussed or acted upon.
5. The council or committee may not take any action on any item of business unless a) the item appeared on the posted agenda, or b) the council or committee members find, by
unanimous vote, that there is a need to take immediate action and that the need for action
came to the attention of the council or committee subsequent to the posting of the
agenda.
6. Questions or brief statements made at the meeting by members of the council, committee, or public need not be described on an agenda as items of business if those questions or statements a) do not have a significant effect on pupils or employees in the school or school district; or b) can be resolved solely by the provision of information.
7. If a council or committee violates the procedural meeting requirements described above, and upon the demand of any person, the council or committee shall reconsider the items
at its next meeting after allowing for public input on the item.
8. Any materials provided to a school site council shall be made available to any member of the public who requests the materials pursuant to the California Public Records Act.

BALBOA HIGH SCHOOL SITE COUNCIL BYLAWS 2023-2025
ARTICLE I: NAME OF COMMITTEE
The name of this Committee is the Balboa High School Site Council. Throughout these bylaws it is referred to as the “SSC.”
ARTICLE II: OBJECTIVES
The Balboa High School SSC will follow State guidelines and be consistent with policies of the San Francisco Unified School District. The SSC is expected to:
1.) | Advise the school regarding the planning, budgeting, implementation and evaluation of the School Site Plan. (See EC [Ed Code = state education laws] 52853.) |
2.) | Study and refine the School Site Plan (SPSA) to meet the educational needs and learning styles of all students. At Balboa H.S. the needs of SFUSD targeted students will be especially supported: African Americans, English Learners, Latinos, Pacific Islanders (particularly Samoans), Special Education students, and others as deemed by student data. The School Site Plan will include related staff development activities for adults working with these students. (See SFUSD Strategic Plan and EC 52853) |
3.) | Support the Goals of the District: a.) Access & Equity: Make social justice a reality. b.) Student Achievement: Engage high achieving and motivated learners. c.) Accountability: Fulfill or commitments to students and families. (See SFUSD Strategic Plan). |
4.) | Emphasize the role of the parent as the first teacher of the child and provide opportunities for all parents to develop the intellectual, social, and physical abilities of their children to become lifelong learners. |
5.) | Take other actions as required by the California Education Code. |
ARTICLE III: MEMBERSHIP AND ELECTION
Section 1. | Composition and Size. To meet SFUSD and State guidelines for secondary schools, the SSC will consist of a minimum of nine members and include a broad representation of parents/community members, students, and staff. The SSC will include a range of socioeconomic and ethnic groups representative of the school student body. (See EC 52853.) |

C) | The SSC will have at least these minimum number of members:

Section 2. | Election of Members and Term of Office. The election procedures must be consistent with the District policy. Elections for SSC members and alternates will occur by the Fall Semester every year or every other year. Elected members and alternates will serve for two years until their successors have been elected and qualified; there will be one parent alternate for 2023-2025. Next election cycle will be Fall 2023. Forms for these elections can be found online at the district website. |
Section 3. | Termination of Membership. Membership can automatically be terminated for any member who is absent from (three) consecutive meetings. The SSC may also suspend or expel a member for cause by affirmative vote of two-thirds of all the members of the SSC. |
Section 4. | Alternates. An elected alternate may be seated in place of an absent SSC member. Any seated alternate will have voting power for the meeting at which he/she is officially seated by the SSC. |
Section 5. | Vacancy. Any vacancy on the SSC will be filled for the remainder of the unexpired term through the appointment of a duly elected alternate. It is recommended that the alternate who received the most votes in the regular election shall be appointed. If the composition of the SSC falls below minimum membership and no alternatives are available, vacancies for the unexpired term must be filled by a new regular election. |
ARTICLE IV: OFFICERS
Section 1. | The officers of the SSC will be: Chairperson, Vice-Chair, Secretary, and Parliamentarian. |
Section 2. | Election and Term of Office. The officers of the SSC shall be elected bi-annually by majority vote of the SSC members and shall serve for the term of their election. |
Section 3. | Duties. The duties of the officers: |

Receive and handle all mail addressed to the SSC. Keep a current roster of SSC members, including addresses and telephone numbers. Vice Chair acts as the role of Chair if needed.
Secretary 1. Take notes that can be published summarizing the content of the meeting minutes in a folder in a Google Drive as a public record.
2. Keep the minutes of all meetings including attendance and summary reports 48-72 hours after the meeting. As part of the process check, we will approve the notes for distribution.
3. The secretary will be conducted on a rotating basis among SSC members until one member volunteers for the role. | |
Parliamentarian to resolve questions of procedure using bylaws and Ed Code. Robert’s rules of Order or another parliamentary procedure will be agreed upon by the council.
ARTICLE V: COMMITTEES
The SSC will form any committees required to carry on the work of the Council. This would include connecting with ELAC and other relevant committees.
Section 1. | Quorum. The quorum for any committee meeting will be a majority (i.e. 50% or greater) of its members. |
Section 2. | Selection of committee members. The committee chairperson and members of committees will be appointed by the SSC Chair, subject to a ratification vote by the Council. |
Section 3. | Reporting responsibilities. Committee chairs will present work plans and recommendations to the SSC for approval. This is related to the Spring SSC retreat. |
ARTICLE VI: DUTIES OF SSC MEMBERS
SSC members will:
- Attend all council meetings on time, or inform the group of the expected absence.
- Accept a position as a committee officer or member when appointed or elected.
- Actively participate in workshops and training sessions to increase knowledge of the School Site Council's purpose and functions.
- Regularly report SSC proceedings and actions to their own peer groups, and bring back peer group recommendations to the SSC.
- Review and approve budgets and school plans (SPSA).
ARTICLE VII: MEETINGS
Section 1. | Regular Meetings. Regular meetings of the SSC will be held on a weekday five or six times a year for one hour at Balboa High or virtually on Zoom. Meetings will be monthly until the budget process is complete for the year. There is a retreat one Saturday each Spring for budget planning. |
Section 2. | Notice of Meetings. Members must be notified of regular meetings at least 72 hours in advance via email. A meeting notice and agenda must also be posted in a regular public location at the school site at least 72 hours prior to each meeting. |
Section 3. | Emergency Meetings. Emergency meetings may be called by the Chairperson, the principal or by a majority vote of the SSC. A meeting notice and agenda must be posted in a public location at the school site at least 24 hours prior to an emergency meeting. |
Section 4. | Meetings Open to School Community. All regular and emergency meetings of the SSC or special committees will be open at all times to members of the school community. Notification will be posted in a timely manner according to Article VII, Section 2 on the School website. A link to the Zoom will be posted on the relevant section of the school website. |
Section 5. | Order of Meetings. Meetings of the SSC shall be conducted with the intention of reaching consensus and be expedient as possible to respect the time of the members. In the event the SSC reaches an impasse that prohibits business from being conducted, the following action will be taken: The SSC will take a vote with a (percent) majority required for the decision. No member may filibuster a meeting by speaking and must yield to the chair after a maximum three-minute limit. |
Section 6. | Comments by the parents, community members, administrators, staff, faculty or parents not on the SSC. The SSC will take questions or comments with a two-minute limit via a sign-in list maintained by the chair right before the meeting. The ELAC and SAC shall have time for further comments of 5 minutes each during the meeting. Those groups should bring up specific funding concerns for the following budget cycle. |
Section 7 | Quorum. All meetings of the SSC must have a quorum present. A quorum shall consist of 50% or greater of the SSC membership. |
ARTICLE VIII: AMENDMENTS
These bylaws may be amended by the SSC. The proposed amendments must have been presented and discussed at one regular meeting and noted on the agenda for review. The by laws requires a 2/3 vote of SSC.
