The mission of SFUSD’s State and Federal Programs team is to assist schools and central office departments in effectively and efficiently managing categorical resources to maximize student learning while maintaining compliance with state and federal funding allowability rules.

Title II, Part A: Supporting Effective Instruction
The purpose of Title II, Part A is to provide supplemental activities that strengthen the quality and effectiveness of teachers, principals, and other school leaders to:
- Increase student achievement consistent with the challenging state academic standards;
- Improve the quality and effectiveness of teachers, principals, and other school leaders;
- Increase the number of teachers, principals, and other school leaders who are effective in improving student academic achievement in schools; and
- Provide low-income and minority students greater access to effective teachers, principals, and other school leaders.
Title II, Part A can include induction programs, supplemental professional development activities and materials, and recruitment for hard-to-find educator positions. Title II, Part A funds may never be used for student materials.

Title IV, Part A: Student Support & Academic Enrichment (SSAE)
The purpose of Title IV, Part A funds is to improve students’ academic achievement by increasing the District’s capacity to:
- Provide all students with access to a well-rounded education;
- Improve school conditions for student learning (safe & healthy student activities); and
- Improve the use of technology in order to improve the academic achievement and digital literacy of all students.
Title IV, Part A funds have category spending thresholds that must be met and must be based on a comprehensive needs assessment.

Title IV, Part A Resources:
Consolidated Application (ConApp)
The Consolidated Application (ConApp) is a two-part application and reporting process for multiple state and federal, formula-driven, categorical program funds submitted by county offices, school districts, and direct-funded charter schools.
The Consolidated Application (ConApp) is used by the California Department of Education (CDE) to distribute categorical funds from various federal programs to county offices, school districts, and direct-funded charter schools throughout California.

Consolidated Application Resources:
Equitable Services to Private Non-profit Schools
The ESSA (Every Student Succeeds Act) requires local education agencies (LEAs/Districts) to offer equitable services to private non-profit school-eligible students, their families, teachers, and other educational personnel.
As federal funds may never flow through private schools, SFUSD is obligated to determine funding levels and coordinate services for private non-profit schools. Services must be equitable to public school services and be secular, neutral, and non-ideological.
