What NOW? The Round 2 reclassification eligibility list has been published on Illuminate. This report will update weekly from 2/5 to 3/22 so that you can track form completion and statuses. On the report, see the column, "Eligible for Round 2 (now)?," to see who is eligible. School staff can get a head start on contacting families of the eligible students before teachers receive the forms on 2/5.
What's NEW? Star Reading has been adopted as an additional measure to qualify K-8 students for Criterion 2: Basic Skills in English. The cut level for Star Reading is set midway between Level 2 "Approaching Expectations" and Level 3 "Meeting Expectations." This is equivalent to a cut score in the upper range of Level 2 for grade level benchmarks. The end-of-year proficiency ranges are outlined in page 2 of the Star Reading Assessment Overview, but note that level ranges are time bound and depend on the time of the year the student took the test. For example, students taking the assessment in the beginning of the year require a lower cut score to reach "meeting expectations" than those taking the assessment at the end of the year.
What's NEXT? On the week of February 5th, ELD and ELA teachers will be emailed Round 2 reclassification forms for eligible English Learner students who have met two of the four criteria for reclassification.
- Site leaders and ML coordinators will receive the full list of eligible students at their site. Forms should be completed as early as possible so that reclassified students can be taken off the ELPAC testing roster.
- The forms are used to complete the remaining two criteria for reclassification: teacher evaluation AND parent consultation. Although families are notified via ParentVue by our office, this is not sufficient for parent consultation, which requires meaningful discussion of the student's English proficiency and potential reclassification.
- Your next steps are to ensure the submission of forms by by 3/22. Reclassification is approved only IF questions on the form about teacher evaluation AND parent consultation are answered in the affirmative.

What's AFTER? Outcome letters will be posted on ParentVue at the end of the Round. In April, we catch any other eligible students. Then, in May we reclassify students with new, qualifying ELPAC results.
