Individualized Reclassification (IR) is a process by which an English Learner student with an IEP may be reclassified as a fluent English proficient student. Students with disabilities, including severe cognitive disabilities, should be provided the same opportunities to be reclassified as students without disabilities. The Individualized Reclassification process may be appropriate when the IEP team determines that an English Learner student with an IEP would benefit from reclassification, but the student’s disability prevents the student from meeting the standard reclassification criteria.
During the week of October 24, SpEd liaisons, department chairs, and case managers will receive pre-filled individualized reclassification data forms via district mail for students who are dually identified English Learners and have Individualized Education Plans. The data forms help to determine a student's readiness to be redesignated fluent English proficient and are to be used as a tool to facilitate conversations about students’ progress towards English learner reclassification; this form does not mean automatic reclassification.
If the IEP team decides a student is ready to be reclassified and exit EL services, but cannot meet standard criteria due to their disability, the form can be used to recommend the student for individualized reclassification.
